Add pipewire.target

darix requested to merge darix/wireplumber:use-pipewire-target into master

This allows an easy way to restart/stop all running parts with

systemctl daemon-reload --user
systemctl restart --user pipewire.target

This is stacked on top of pipewire!787 (closed)
