Metadata default endpoints

This MR implements default endpoints using the metadata API. The session-settings module has been renamed to default-metadata and it now stores and restores metadata values from disk. The set-default option from the wpctl tool has been re-enabled. Both config policy and the lua scripting modules have been updated to use default endpoints when an endpoint target can not be found.
