meson: unescape pkgconf variable

Fixes !615 (comment 1014339)

Two things that could be problematic:

  • unescape_variable is a Meson 0.59 feature -> bump from 0.54 to 0.59 necessary
  • changes jack-devel option from feature to boolean (disabled/enabled to false/true) -> this change isn't really necessary but correct
