doc: add 'Configuration' page

P V requested to merge pvir/pipewire:doc-config-link into master

Add pointer for readers to Wiki and WirePlumber docs, where the documentation actually is at, so the configuration docs can found starting from docs.pipewire.org

In principle we could also move the Wiki pages to .md files there... not sure if that's useful. Or even add Wiki as a meson subproject (since it can be cloned) and auto-copy pages from there.
