conditionally wrap video streams in adapter

columbarius requested to merge columbarius/pipewire:columbarius/enable-videoconverter into master

This MR wraps stream nodes of type video with an videoadapter node from spa/videoconvert similar to the audioconverter.

This should land after: !1852 (merged) !1812(We preserve the current behaviour and the adapter currently works even when no plugin can be loaded.)
