HDMI output on AMD processor is re-enabled after waking screen from sleep

Description of Problem:
I have my laptop (HP EliteBook 845 G5, with a Ryzen 5 2500U) connected to an HP USB-C G5 Dock, which also offers pass-through of HDMI audio. The audio settings therefore offer an HDMI audio device as output. As I do not use it, I want to keep it off. However, after the update to PipeWire 1.0.0, this "off" state isn't kept any more and the device automatically turns on after every reboot, after suspend and when the screen turns off due to inactivity. It does not happen by manually turning the screen on and off, nor does it happen by locking the screen. It should be noted that the sink used to stay off forever once turned off in previous versions.

Steps to Reproduce:
- Turn off the HDMI sink in the DE's settings or through pavucontrol
- Reboot
Actual Results:
The HDMI sink is turned on again.
Expected Results:
The HDMI sink stays off.
