Garbage line input from mixer

Description of Problem:
Trying to connect the STEREO MASTER output (line level) of my mixer board (FOSTEX MODEL 450) to PC LINE IN results in garbled high pitch sound, the mixer board works (e.g by plugging into LINE IN on speaker amplifier or on my behringer xenyx Q802USB mixerboard [but this is not a good setup as more devices increase noise, and the behringer can only output 16-bit audio over USB], 2TR/TAPE OUT (line level) of the xenyx also produces garbled audio)
The issue would, presumably, be sample rate detection on analog line in, trying to mess with this (pw-metadata -n settings 0 clock rate NUM) has yielded no obvious improvement (tried values: 16000, 22050, 32000, 44100, 48000, 96000, 176400 -- settings matched in audacity to ensure that's not the problem, sound also garbled in other applications like discord), this is likely user error.

Steps to Reproduce:
- Reproduce: Plug a FOSTEX MODEL 450 (or other analog line level output) directly to line in
- Record using anything, audacity in my case
- Playback the recording, it should be high pitched and garbled (like a vinyl record scratch), it should also correspond to actual input (e.g when no instrument or mic input it should show no frequency response)
