When using IEC958 Pass Through Volume Adjustment causes a noise stream

Description of Problem:
While using IEC958 S/PDIF a volume adjustment appears in pavucontrol. If you use this volume adjustment, the audio becomes loud white noise. I am finding it difficult to fix. I created a new user, and for that user the problem is not there. Admittedly I thought volume adjustment should be impossible, so I tried it and disaster followed. I tried deleting the following two files:
- .config/pulse/cookie
- .config/pavucontrol.ini
By removing those two files I got stereo to work over IEC958, but not AC3.

- Configure sound program for IEC958.
- Play something
- Adjust volume
- Sound becomes noise
Actual Results:
Volume control is present in pavucontrol for IEC958.
Expected Results:
The UI should not have a volume control.

Where are the files created by pavucontrol besides the two mentioned? Is there a cache?
