Apps unable to control their own volume/mute
- PipeWire version: 0.3.50 (w/ pipewire-media-session)
- Distribution and distribution version: Arch Linux x86-64
- Desktop Environment: Gnome 42.0

Description of Problem:
Applications are unable to mute or change the volume of their own audio streams; for example, all audio in Firefox or Spotify Flatpak plays at the same volume, regardless of whether the volume is changed or the mute button is pressed in the app.
In journalctl --follow --user
I see the following when changing volume or muting:

- visit youtube.com in Firefox or play audio in Spotify
- attempt to change the volume or mute via in-app controls
Actual Results:
Audio does not change volume or mute

Audio should change volume or mute
