Hardware Bluetooth headphones volume control is too coarse

Description of Problem:
My BT headphones minimum volume according to PulseAudio Volume Control is 7% (below that they go silent) while at 100% they are probably an order of magnitude louder (at the point of physically breaking/producing screeching sounds/being in overdrive) than when I use them with PA or my smartphone.
Would be nice if PipeWire controlled the volume as other applications and devices do.

The issue is about too coarse hardware volume control and it's the same under Windows/Android.
pavucontrol
is unfortunately too limited and outside the scope of this bug tracker however it would be nice to be able to enable software volume control without editing cryptic text files God knows where (and search Google for that).
