USB-Headphone: no sound below 25% volume level

If you are filing this issue with a regular release please try master as it might already be fixed.

Version, Distribution, Desktop Environment: pipewire-Version: 0.3.26
Distribution: Arch Linux
Desktop Environment: KDE Plasma 5.21.4 (X11)

Description of Problem: I just tried to replace pulseaudio on Arch and KDE Plasma with pipewire. The first thing I noticed with my USB headphone is that the loudness with 25% is relatively high. But if I reduce the volume level to 24% or below, I can't hear anything (just like muted).

A hint from IRC using the setting api.alsa.ignore-dB = true didn't help (couldn't hear anything then). The only workaroud was the second hint, using api.alsa.soft-mixer = true.

How Reproducible:
100% reproducible on my system

Steps to Reproduce:

  1. Plugin USB Headphone
  2. Adjust volume level to 25%
  3. Adjust volume level to 24% or below

Actual Results:
Loudness at 25% too high. Silence at 24% and below.

Expected Results:
Loudness adjusted according to volume level setting.
