ci: run ci-fairy only on MR pipelines

Guillaume Desmottes requested to merge gdesmott/pipewire-rs:ci-fairy into main

ci-fairy uses $CI_MERGE_REQUEST_TARGET_BRANCH_NAME as base when checking commit, defaulting to 'master'. This variable is only defined in MR, as a result it no longer works as the 'master' branch has been renamed to 'main'.
