xwayland: add a sequence number to start_emulating and bind in one call

See libei commit ff9830c12228f646174711a5d4b12b6a51b52b16

At this point we don't really care about the actual sequence number value, so we just bump it with every call.

Second commit is just a cleanup, nothing functional.
