nvk: advertise some requirement fields for some funcs to make them more correct

I dont have access to NVIDIA hardware atm so perhaps someone can step into nouveau_ws_push_submit with gdb and make sure that space_avail doesnt get assigned nonsense, I dont see a reason why it would though. The last 2 commits should be fine.
