nvk: Expose VK_KHR_maintenance2

Echo J. requested to merge DodoGTA/mesa-nvk:nvk/defective-edition-ext into nvk/main

The CTS tests I tried seemed to pass fine, so I think this should be a fairly uncontroversial change 🐸

This is one of the changes required for DXVK versions that support VK 1.0 to start booting (the other one is MR !137 (merged)) 👀
