Enable FP helper invocations memory loads via magic firmware stuff on Turing+

Who doesn't want to whack mmio registers from Userspace? (I'll promise, it's probably safe)

Nvidia uses the BEQ exit stuff, so I started adding it, but now I restructured the macro so we won't need it. Still adding it so we have it available.
