nvk: More WSI

Faith Ekstrand requested to merge gfxstrand/mesa:nvk/wsi into nouveau/vk

This gets us full non-modifiers WSI. Wayland now works and we aren't forcing GART allocations anymore. Modifiers are still TBD.
