Draft: wip enable RC_CCS_CC modifier on TGL

This a further work to enable TGL RC_CCS_CC modifier in anv driver, based on @nchery's recent MR 25003 to upsteam that enables RC_CCS modifiers.

So far, this MR achieves the same pass rate of the base MR with the new RC_CCS_CC modifier included in tests. However, the approach could be greatly wrong because I am not sure if I should disable reporting one less mem plane for fast clear. The enabling may not be completed as expected.

This MR needs some reviews and suggestions from other more experienced people. CC @kwg @nchery @llandwerlin

NOTE: This is a draft MR to @nchery's branch and repo. Another MR to upstream mesa will replace this when ready.
