mbim-uicc: Change data type of atr to byte-array

AtrData should be byte array as per the MBIM spec
but the data type is used as string in json.

libmbim is a glib-based library for talking to WWAN modems and devices which speak the Mobile Broadband Interface Model (MBIM) protocol.
