DW5821e: always allow GPS unmanaged

The Location interface had a limitation that would prevent GPS unmanaged and GPS raw/nmea sources from being managed at the same time, because in most implementations both types of sources used the same TTY to work.

In the DW5821e, though, GPS raw/nmea are controlled and used through QMI LOC, so there is no point in forbidding the GPS unmanaged control at the same time.
