broadband-modem-qmi: enable NEWEST_QMI_COMMANDS at runtime with fallback mechanism

Hi Aleksander,

Modem like ME819C1-NANV does not support Nas Get Serving System request, but the build flag makes it difficult to test with standard build.

Instead of fixing just that request I thought it could make sense to enable all the NEWEST_QMI_COMANDS at runtime with a fallback mechanism for those modems that do not support them.

Tested with a few models (9207, SDX12, SDX20...) and seems to be working.
