api,packet-service: Add D-Bus interface to set packet-service state

Somashekhar requested to merge Som_SP/ModemManager:packet_service_update into master

New dbus api SetPacketServiceState is added to trigger explicit PS attach and detach to the PS network. In addition the uplink-speed and downlink-speed parameters are also added to the bearer properties which will reflect the actual speed during packet switched connection.
