cli, api, dbus, bearer: add start-date for bearer statistics and ReloadStatsUnsupported

The start-date statistic tracks the timestamp of the beginning of the bearer connection. The ReloadStatsUnsupported property tells if the bearer type support reading RX and TX bytes or not.

The start date is now printed in mmcli bearer output.
