Draft: Modem Interface: add the load_sim_slots() method in the generic MBIM modem for DSSA

This branch implement the load_sim_slots() method in the generic MBIM modem for DSSA. We can get the map of excutor numbers and slot numbers, create the MMBaseSIm object if the slot is valid.
