cinterion: Add SIM hot swap to AT broadband modems (PLS8 & PLAS9).

This feature requires two pieces:

  1. Correct what port the PLAS9 sends its unsolicited events to.
  2. Enable and interpret the AT^SCKS command for SIM hot swap.
