Least effort attempt to support gps on quectel modems

ArenM requested to merge ArenM/ModemManager:gps_quectel into master

This is my first attempt at adding support for GPS on (some?) quecetel modems, I've been running it against the EG25G in my PinePhone.

I'm not familiar with the merge request process, I'm not sure what other information is useful.
