cinterion: implement SFDL update method

Most Cinterion modems allow starting firmware updates from the host via the AT^SFDL command.

I've added a udev rule ID_MM_CINTERION_SFDL that enables the SFDL update method. If SFDL is not available, the parent update methods are loaded.

I could not yet find the name of the update protocol itself. My suggestion so far is cinterion-sfdl
