mm-broadband-modem-qmi: fix reload handling of operator description

I currently have problems loading the correct operator description in the qmi plugin, which these two commits in this merge request fixes.

  • mm-broadband-modem-qmi: always trigger an operator description update
  • mm-broadband-modem-qmi: always reload current operator description
