fibocom: allow qmi over mbim

This was brought up in this MR of libmbim: libmbim!183 (comment 1955756)

I tested this change on my Fibocom FM150-AE. After allowing qmi over mbim resetting the modem with mmcli -m 0 -r worked again as it did in older modem manager versions.
