waffle: Add support for create a context with reset notification

This MR adds support for enabling the reset notification strategy "LOSE_CONTEXT_ON_RESET" by means of a new configuration identifier WAFFLE_CONTEXT_LOSE_CONTEXT_ON_RESET.

The requirement checks might not be complete though.
