Add a timeline semaphore layer

Lionel Landwerlin requested to merge llandwerlin/vulkan-wsi-layer:VK_KHR_timeline_semaphore into master

As part of the work done inside the Khronos group, we developed a layer to add support on top of older implementations.

I figured because this was developed as part of the system integration TSG inside Khronos, this WSI repo could be the right place to have that layer.
