Re-add assertion to check for valid synchronisation primitives

Re-adds assertion that checked that valid synchronisation primitives were passed to vkAcquireNextImageKHR due to failing CTS tests that were breaking the Vulkan spec. After fixing the tests, the assertion is no longer necessary
