Handle VkPresentTimingsInfoEXT

Ginu Jacob requested to merge ginu.jacob/vulkan-wsi-layer:vkpresenttimingsinfoext into main

Implements the entrypoint vkSetSwapchainPresentTimingQueueSizeEXT and handles VkPresentTimingsInfoEXT. The presentation timing queue is also implemented the present id from parsing VkPresentTimingsInfoEXT is stored in the queue.
