Quiet a bunch of stderr logs for SKIP or PASS cases.

deqp-runner logs stderr output from tests to stderr, assuming that those are things that want to be surfaced. piglit's been pretty sloppy about that, with lots of stderr during SKIPs, and even some stderr for passing tests. Fix that.
