footer: drop underlining links

Erik Faye-Lund requested to merge kusma/mesa3d.org:footer-links-no-underline into main

The footer is mostly a menu, and we don't generally underline links in menus. It's already pretty clear that most of this is links anyway, and the underlining is kinda underminding the lack-of-focus we're requesting by using a muted text-color in the first place.

Let's just drop the underlines here.
