Implement VK_EXT_acquire_wl_display

I rebased the patches to current master, updated the build system to recent changes in mesa and updated the Wayland protocol to the new version by Xaver Hugl, as seen in the wayland-protocols MR. The new Vulkan MR can be found here: https://github.com/KhronosGroup/Vulkan-Docs/pull/1450
