Draft: panfrost,lima,vc4,v3d: Use mesa/st point sprite lowering

There is no point in repeating this code in every backend. Let's just use the common key (thanks @kusma) and everyone will be happier.

Freedreno could probably use the same treatment but it seemed nontrivial.
