panfrost: Advertise ES3.0 and GL3.0 on Bifrost

MRT was the last feature we were pending on, and that just landed. All that remains for this MR is a number of assorted bugfixes (some of which likely fix issues in ES2.0 apps that didn't materialize with dEQP-GLES2 but are hit by dEQP-GLES3), wiring in dEQP-GLES3 on G52 to CI, and adjusting the CAPs.

A huge thank you to @bbrezillon for spearheading the ES3.0/Bifrost effort, also @icecream95 for eleventh debugging.

Midgard and Bifrost should more or less be at feature parity now.
