define max unroll cost and new 'expensive_int_conversion_ops_to_bo_load' compiler option

@cmarcelo @tarceri any comments warmly welcome. I've noticed with shader-db that this 'hurts' some Synmark shaders. I'll ask Eero if he could test actual possible performance impact.
