gitlab-ci: add scons windows build using mingw

Since I recently broke the windows build I thought it might be good to have something as close as possible to the real thing in the CI.

Once @dbaker lands the meson bits to support windows, I have a commit ready to add that to the CI as well, but for now it would just be broken.
