panfrost: Dependency tracking/fencing fixes
The first patch is fixing #3733 (closed) and shouldn't be too controversial. The second one is fixing a more subtle bug, and I'd expect it to be a bit more controversial (see the commit message for more details) :-), but it does fix dEQP-GLES3.functional.fence_sync.client_wait_sync_finish
