drop driconf translations

Eric Engestrom requested to merge eric/mesa:drop-translations into master

The haven't seen any effort to keep them updated, resulting in an average of 15% of the strings being actually translated...
(The best is calatan at 28%, the worst is french at 6%)

Deleting them results in a much simpler code and a simpler build (no need for the 2-steps meson build anymore).

I also took the opportunity to rename xmlpool.h to driconf.h to better reflect its contents and use.

If anyone is opposed to deleting the translations, we can keep some (or all) of them, provided you update them now and promise to keep them updated in the future 😉
