llvmpipe draw misc fixes

This is an initial set of fixes for random things seen running conformance test suites against llvmpipe.

@mareko there is one u_blitter patch, not sure if it has any radeonsi side effects

@sroland mostly low hanging fruit, the cull pipeline and xfb overflow changes might be the biggest thing in here.
