radv: allow TC-compat HTILE with GENERAL outside of render loops

Samuel Pitoiset requested to merge hakzsam/mesa:radv_optimize_htile_general into master

This gives +8% with Wolfenstein Youngblood and +4% with Doom Eternal (although Eternal has a pathological path with RADV at the moment).

This MR is based on !4389 (merged)
