staging/19.0 cherrypick: compiler: Mark clip/cull distance arrays as compact before lowering.

This causes a whole bunch of crashes otherwise when running CTS for staging/19.0 on radv: https://hastebin.com/afapiteyoz

Given the cause I suspect this is true for anv too.
