ci/deqp: Remove non-suite support

Valentine Burley requested to merge Valentine/mesa:no-nonsuite into main

Now that all the jobs have been converted to deqp-runner suites we can remove non-suite support to simplify deqp-runner.sh, prevent the reintroduction of non-suite jobs, and streamline testing.

I triggered every job in a pipeline to check that I haven't missed anything, and everything seemed to work as expected.
