vc4: lower clip planes in st/mesa

This seems to be the only way to fix "spec@glsl-1.20@execution@clipping@vs-clip-vertex-enables" with lowered IO enabled in st/mesa.

This is a prerequisite for enabling nir_opt_varyings for all gallium drivers.
