gitlab-ci: Migrate lava_arm.sh to use encapsulated build-deqp.sh

Rohan Garg requested to merge shadeslayer/mesa:lava-ci-fixes into master

build-deqp.sh should be the canonical way to build dEQP for everyone. Adjust build-deqp.sh to take into account cross-building and start using it in lava_arm.sh
