Intel: Support Xe2 modifiers

Enable two new Xe2 modifiers of compression. Details of tested workloads will be provided right before merge.

(Need to find a workload to verify PAT 11 (compressed+scanout) in anv driver. I haven't find a workload to trigger this case, however.)

Note: The first 3 commits from !29928 are included in this MR since they are related and verified together.
