android: fix build in multiple ways

Eric Engestrom requested to merge eric/mesa:android-fix-build into main

Includes the libgallium versioning, the megadriver hardlink -> symlink change, and some fixes for things like abusing ls output.

I'm writing this blind, I can't run it so I'll need someone who builds for android (and uses android.mk and not meson.build directly) to test this for me :)
